excELerate Program Pilot

The APSC’s Indigenous Capability Team is working with agencies to create an Indigenous executive talent pipeline with excELerate – an innovative career development program that supports the progression of high-performing Indigenous employees at the APS 5–6 levels into senior roles. The pilot program launched in June, with a cohort in Canberra and Brisbane.

Designed by leading Indigenous learning and development experts, excELerate adopts a contemporary approach that boosts critical capabilities, experience, behaviours and personal attributes for advancement to Executive Level positions.

Program Content

In a culturally safe environment, and guided by an Indigenous facilitator with extensive experience in senior government roles, four monthly two-day classroom modules cover the following topics:

Module 1 – Leadership, agency and identity

  • Walking in two worlds
  • Indigenous thought leadership
  • Identity and authentic leadership
  • Leading change

Module 2 – Solution development

  • Critical thinking
  • Structured problem solving and complex design thinking
  • Innovation and Indigenous innovation
  • Navigating bureaucracy and rethinking service delivery

Module 3 – Working well: Cultural security and resilience

  • Balancing priorities and building resilience
  • Reverse mentoring
  • Adaptive and agile leadership in changing environments

Module 4 – Communicating with impact and influence

  • Communicating with impact
  • Influencing skills
  • Indigenous innovation stories
  • Action learning project presentation

Action learning project

Participants also put theory into practice through working together on an action learning project addressing current workplace challenges, for presentation to an audience of senior APS leaders at the end of the program.

Individual career coaching

A vital element of the program’s tailored approach is individual career coaching, with each participant receiving three one-on-one sessions to map out a career development plan. Our team of Indigenous coaches, all of whom have a wealth of experience in senior government roles, will work with participants to help empower and guide them along their personal journey to success.

Sir Roland Wilson Foundation Scholarship

The Sir Roland Wilson Foundation Scholarship is open to Executive Level employees to study for a PhD full time at the Australian National University (ANU), Canberra, on a topic of national significance.

Pat Turner Scholarship

The Pat Turner scholarship is open to Indigenous Australian Public Servants from participating agencies. The scholarship is designed to give the future leaders of the APS an opportunity to undertake post-graduate study at either the Australian National University or Charles Darwin University.
